Shogun touring frame and fork, 64.5 cm (25 1/2")

It is a repaint frame and fork. Included bottom bracket, which is a Sugino- Japan and the head set, which is a CyclePro- Italy.
64.5 cm from center of BB to end of set tube
60 cm top tube (C-C).
It takes a 26.8 mm seat post and 700C wheels.
Has a serial number on the front lug, but I cannot read it.
Three bottle cage places.
Rear ends are Suntour GT III and front fork ends are Tange TL (if I read good).
The story if the frame is that I bought it (complete bike), together with another bike from the owner of, the closed some decades ago, Boardman Cycle Center.
He told me that he repaint the frame in these colors: brown and yellow. And add the decals. The frame is a Tange Champion No.2 butted with a Tange fork.
The paint is pretty good with some scratches here and there, but no bents, dents or other damages.
I can provide more pictures if needed.

The outside fork crown drilling for the front rack I assume, but what are the extra holes on the interior of the fork blades for, I wonder. Not the vent holes the extra, larger ones.

I would guess they're for those clips that slip onto the axle and fasten themselves to the fork via spring pressure.

Interesting, aside from the 1983(4?) Voyageur this is the only bike I’ve seen with that style of rack mount on the fork crown. Now that I know there is at least one other, I’m sure there are at least a handful more that I don’t know about.
