Aluminum 1978 Wienmann Concave rims, how can I bring the shine back?

Should I use a fine sandpaper to smooth then use a buffing pad with a aluminum buffing compound ? Or does someone know of a better way? Thank you.

No sandpaper! If they need sandpaper, they are gone. It will leave scrathes you'll never get out. Always try the least aggressive methods first. Mother's Aluminum Polish works well. I apply and buff with strips of cloth. Easier if you unlace the wheel, but I doubt you want to do that. Fine steel wool, either 0000 or 000 works for me on tough ones.

have never seen any i would call shiny. they left the factory in belgium with a satin finish.

Yes. Factory finish was always satin, so efforts to "bring the shine back" are misguided. Leave them alone.
