there was this pump mount on mine like on this terrot? common pumpmount?

update on the unknown assumed french frame.
I got the headset apart. Both bearings sit on races. There is only a cup on the bottom, race on top.
God my mind fails me, spinner, or sprinter forks, made in taiwan. no size stamped on it.
stuck it in the seat tube, it is smaller by about 1/2 to 3/4 cm. (<<<<how american is that??lol)

I'm still thinking it may be a Bertin, but with a replacement fork. While looking for pics of another bike, I found some of my Bertin. Here's the seat stay attachment on it:
