TdF...two questions

1) What is the part attached to the rear underside of some saddles, angling downward? I'm guessing some type of electronic communication device...but really have no idea.

2) On a closeup, it sure looked like Chris Froome had an oval set of chainrings, Biopace style. Could this be possible?

Under the saddle is a gps devise. First year used, and some riders have gopro cameras.

As to the chainrings - yes they're oval. A quick google says Froome is using O-symmetric brand rings, but there are also Rotor brand rings that have gotten some acceptance the past few years.
