Single screw underneath downtube for shifters?

I had posted earlier about an all chrome frame I will be buying and one feature I noticed was a single screw threaded into the underside of the down tube where you would mount the levers - there is no clamp stop brazed onto the tube. Someone suggested it was a lower end Chiorda and it does have some features of certain Italian marques, the lug design for one and seat clamp band as opposed to having integrated ears for a bolt on the seat lug. I have yet to determine the bottom bracket cup dimensions to find out if it is English, Italian or French. Just wondering if this was a feature used by some manufacturers to mount the shifter clamp. No pictures yet but can get some soon if needed. Also, is a 25.4mm seat post indicative of certain countries? It has a standard Nitto stem on it so I guess we can most likely eliminate it coming from France.

Maybe a previous owner put it there to act as a stop to prevent the shift levers from migrating down the tube?

Sounds similar to the Flikstand mounting boss/screw that some Raleigh had in the mid 80's.....

I was wondering about that but the screw head is practically flush with the down tube surface and does not look like it was intended to be used as a stop. If it proves to be a mounting system never used by a manufacturer then one has to assume someone decided to do it themselves.

It is really too bad no one have found a way for a person to post a photographic image of something on a website yet. Maybe some day...

I have clamp-on DT shifters with no stop, and noticed there is a shiny spot in the paint where it has slipped down 1/4" sometime.

Anyway, photos would help.

I have to pick up the frame at the end of this month and will take a picture of it and post. Otherwise I would have definitely put an image up as it does obviously help. Here is the frame from the Craigslist ad, not much to go on except who might have made it.
