Cool comparison! But are they really the same end caps? It looks like your Holland's caps have two facets, while the mystery frame has three. Certainly similar stylistically, and doubtless of the same vintage; but not the same part.

Also the head tube is blue, is the frame original or a repaint? If it's repainted, are the box lines and chrome part of the repaint? Maybe a pre-war frame?

Not just the down tube; the top tube is similar. I don't think that's a lug, per se, but rather a bilaminate. Note also the head tube "lug" design, which is something I've never seen before. It could be a plain lug that's been custom filed to this shape, with bilaminate extensions like the Mercian I posted earlier. I suspect the whole thing is bilaminate construction, but I'm no expert.
