4mm fender stay options?

I picked up some no-name plastic fenders on eBay; they're just fine, except that while the fenders themselves are big enough for 35-700c tires, the stays have clearly been cut down to fit smaller wheels. The stays are aluminum and 4mm, and they're the "V-stay" type, like Bluemels or SKS (i.e., they've got drawbolts on the fender, and eyelets at the dropout mounting end). I've currently got them on with standard 3.2mm stainless stays, but it's not ideal -- to shim up the difference in diameter I wrapped a layer of electrical tape around the stay, but it doesn't stay on very well (particularly in hot weather...). Very annoying when the fender pops off, mid-ride.

So, I'm looking for fairly cheap 4mm aluminum V-stays. Not coming up with much -- Honjo makes 4mm U-stays, but not V-stays. I think I could easily make some, if I could get a hold of some plain 4mm aluminum rod, but that's not so easy to find, either. Anybody know where to find the right stuff?
