what is this rear rack strap.

This came with a blackburn mtn rack that was on a bike i bought a while back. I removed it and forgot all about it. I forgot how it was mounted and even then i didnt know what it was meant for.
Hoping someone here has or had one and can tell me what it is and how to use it

I bet those are for using with Eclipse branded Panniers.

I agree. Eclipse racks had the grooved plate for their panniers, but they sold the adapter for those who already had a Blackburn style rack.
