Concord Selecta or Ross Eurosport?

I'm sure there are a number of bikes people would suggest over the two I'm considering the truth is, however, that in my area and for a starter these two seem to be my best options. Both are priced around the same and I've researched both and considered hardware and manufacturing reputation but I honestly just am ignorant to a side by side comparison.

If possible could the community put their two cents in in terms of:

Frame weight/strength/durability
hardware
tires
overall quality
