Here are the ingredients I would try.

- threaded rod length of longest set tube you're likely to extract from.
- two "thin" nuts you can lock on the bottom of the threaded rod working through the BB shell
- a couple heavy duty washers able to just slip inside the seattube from the BB.
-block of wood with hole just larger than seat tube.
- pipe just larger than hole in block of wood, long enough to receive the remnants of the post.
-large washed for top to pipe
-large nut for top.

Assembly.

After cutting the seatpost off (leave exposed section to help guide post into pipe) drop the threaded rod down the seat tube and install heavy washers and lock nuts (might not even need to use locked nuts, one nut might suffice).
Next pull the threaded rod up so the washers hit the bottom of post and install block of wood, pipe, washer and nut. Then begin turning the top nut to extract post.

Did you braze on the canti mounts? Looks fantastic. I just picked up an 80's tange 2 touring frame and I am smitten.
