c. 1985 Peugeot PH8 or PH10 Seat post

My brother and I are are working on his old Peugeot bike. We are working on removing the seat post, but it wont come out...It's not stuck...(we know because my brother decided to knock it all the way in the seat tube...) All we can do is move it 3-4" out and it won't go any further, and we can rotate it around. It's a seat post that uses the cinching type clamp to hold the saddle in place, and at the top is a 1/16th inch small diameter hole, and I am pretty sure it not the wedge type seat post (or is it). He's not planning on keeping it original, so any advice to get it out will help out a lot...
