Campagnolo Rear Derailleur - Pat# 11..?

I have run across a few old Campagnolo rear derailleurs stamped with PAT 11 stamped in the usual spot. I never thought about it much, until now.

What does the 11 signify?

Date code. Equal to 11 on the crank arms
Why they switched from a discernible year code to a secret code?
Who knows
