The barrel adjuster and nut may belong on the drum brake rear hub, left side. My old Gitane tandem had one there, just slid into a formed loop piece and held in place by cable tension.

The bolt and odd nut at 11 o'clock in the pic looks like one of those spacer deals for the rear dropout that keeps you from sliding the axle too far back. There's actually one on my Voyageur that I keep meaning to remove but haven't.

I don't know about where you are but good automotive paint supply shops specialize in pearl and metallic paints. Many nice cars have flakes etc, in them as well now. I have done this twice and was very pleased.

There is usually at least one very experienced person there, they look at under different lights, take it in the sun etc. And they also have a scanner but they look at depths etc. Think about this, if they have to match up a high end vehicle after an accident and it costs tons of money to do, they better know what they are doing. That is a large paint area and very easy to see if it does not match.
