I'm not the craftsman many of you are. I am a pure function over form kinda guy. Just my genetics.
This is a rough mockup, until I can come up with screws with matching nuts.

Looks like the remnants of a, er, I don't know what they're called. They sweep small debris off the tire before it can cause a puncture.

That is the remains of a tire saver. I have most of the rest of it, only lacking the one piece of tubing.

I picked up a cheap Pletscher rack a couple days ago from a swap meet and it is missing the mounting hardware. I'll need to rig up a bracket too. Nice handy work you got there.
