I got lucky with my first cotter rebuild -a 75 Takara - and on my next attempt with a early 70's Grand Prix I destroyed the crank getting the %$^&(ing cotter out. I bought a bikesmith cotter press and even though it was expensive it has yet to fail me in about 10 rebuilds with cottered cranks, the cotters practically jump out of the cranks ymmv

Suspect clamp bracket in photo too small for your needs. You have the one for stems. This one looks like it is intended for 1" tubes rather than 1 1/8". This size was found on some lugless American made department store bikes. Plating on parts appears to be kaput. Likely not a very helpful purchase...

A full ready to go set is for sale for 35 bucks if I need to go that route. But now I have the parts, I think I just need a clamp that fits. There are some in nice condition around 12 bucks.

The parts have been in an etching solution or else blasted. The metal's surface will quickly rust as soon as exposed to the elements.
These shift levers were found on inexpensive bicycles for a great many years. They commonly show up at venues such as junk yards, garage sales, flea markets, bike swaps, bike co-ops etc. Should be obtainable for much closer to one tenth of the 35$ price you mention.
Alternately, you could post an ISO notice here at the forum.

Update
I'm still working on it. I found some simplex shifters that will work. Not exactly what I was looking for, but they are french, and best of all they were free. My bike is already far from original anyway. It's more of a rider
