Downtube shifter clamp identification

Can anyone tell me about is this assembly? The bike pictured is an MBK Team Replica. It looks like the clamp/bracket slips into a looped tab welded on the underside of the downtube. I've tried searching quite a bit for Sachs Huret shifters online but don't see anything on this yet.

It looks like these are the same on someone's Peugeot, a Sachs-Huret Luxe set:

The levers do look a lot like in the links above but the clamp is still a mystery. This is not my bike, but I'm interested in finding this assembly for my MBK Grand Touring frame. It has the same looped tab on the downtube. I can snap a photo of the tab if needed.

Here are some more shots of the bike above. The Campy RD confuses me.

This is the underside of my Grand Touring frame and the FD it came with. No RD was included.
