I've had this in my collection and never threw it out or even questioned it til today. So here it is below A weird two tooth cog which I assume use to be a complete cog. Got it from someone that use to own a bike shop but they are not here to explain the story. Was the man insane is also a valid suggestion. What could it have possibly been used for.

Kind of looks like the ring that attaches near the front hub with an old analog mileage counter.

I am by no means new to bicycles but the guy I got this from OWNED A BIKE SHOP. Either he was a genius or was drunk using a dremel for the first time. I'm a big fan of the latter

I can tell you what mine is for (as I made it) but that's not to say your previously insane owner was doing the same thing...
Mine is used as a lockring on an old Shimano Uniglide hub that has been converted to SS use. for purely aesthetic reasons I didn't like having a 'second' sprocket on the freehub, so ground the other teeth off, had to leave two to allow removal using chainwhip.
