The French Vintage cycling folks over on Velo Vintage @ Gogo are very sure the builder is not French. And a Bertin dealer is sure the seat stays are not a Bertin and strongly suggests a UK builder

The Lugs are Nervex
Nervex lugs

Head tube lugs are Nervex Legere: Nervex Leg.Lugs
Mixed up with the "Professional" seat tube lug: Nervex Pro lugs

Can anyone identify the fork crown lug?

The seat lug looks like a very nicely filed Bertin (but Bertin did not do this) The lugs could be Oscar Egg lugs and frame treatments say early 1960's date but the water bottle bosses say 1970's (possibly added later?) The serial number reads like some of the Bertin Frames with a 1973 date. The Lamp Boss on the fork is so very clearly English. Lots of contradictions for me.
.... I need some high grade English frame informed help here..

Hey 2flit -- if you ever decide to deaccession your mystery frame, would you let me know? I'm kind of falling in love with it. In a purely platonic way, I assure you. But seriously: I'd be happy to talk about that possibility.
