Vintage Women's bike, what is it?

I ran across what I am assuming is 1940s women's bike, I have been trying to find information about it but, it's missing the headbadge.it has a unique frame that I have never seen before, I definitely can use some help on this one

The people at The Cabe would be helpful to you. That is an ususual frame so someone should be able to ID it.
This forum caters more to classic lightweight bikes and their OCD owners.

It's a Shelby and mid to late 40's is probably correct. The chainring may have been changed and it looks like someone added Schwinn "fireball" graphics to it at one time.

I thought that the paint looked like the schwinns from the 50s, that made it even more confusing

I have a seen it in a Shelby catalog from that era, now to find the scan...
