Campagnolo large chainrings

I've just noticed that Campagnolo large chainrings have what appears to be rivets just inside the perimeter.
Are these really rivets and what purpose do they serve ?
I have also noticed that on the back of these large chainrings, every 4th tooth seems to be partly cut away for some reason thereby I would imagine, weakening the tooth. What is the purpose of this design.
I can't recall seeing these features on Ofmega chainrings for example.

If you're talking about vintage chainrings, I have no idea.

If you're talking about modern chainrings, that's the pins-and-ramps system designed to facilitate smooth and consistent upshifts when the big ring is paired with an appropriate small ring. It's conceptually similar to hyperglide, but for chainrings.
