Carbon or steel fork?
Max I can do on mine is 700x27 with the F1 carbon fork.

I've never tried 28's, but I've got 25's on mine now and I just checked and with the steel fork, there looks like there might be room.

Yeah, it looks like there's a bit o' space.
There seems to be some variation on these steel forks.
Some have a bunch like yours and some don't.
Calipers make a difference as well.
I couldn't fit Chorus or Record calipers with 700x27, but Ultegras are just fine.

Somewhat slow older guy
25's on mine w/ the carbon fork, and I'd think 28's would be pushing it. I'd go with Gomango's suggestion of hte 27 Paves- he's BTDT.
