Help identify this bike

I would appreciate some help to identify this old bike of mine. I got it about 15 years ago when I was in uni, but haven't been riding it much in the last few years. I thought I'd try to do a complete rebuild, new paint job but with original or era-specific parts. I'm having trouble identifying what kind of bike it is, era and what is original on it. I think it might be a Sekine as the lugs on the headtube seem to match but the serial number looks to fit the format of a Fuji. I'm fairly certain the orange paint is original, but the previous owner hand painted the lugs and headtube, all decals were removed.

Any help would be great

The frame serial number is 76B(possibly R?)91xxx so I'm thinking it was February 1976 which generally fits with the rest of the components except for the freewheel (1973?), the details are as follows

Wheels - Araya 27x1 1/4
Hubs - Suzue Hubs (No.5 or NOS?)
Brakes - Shimano Dura-Ace
Front Derailleur - Shimano 60
Cranks - Sugino Maxy 171 (stamped F-2, maybe Feb 1976)
Rear Derailleur - Shimano 600
Freewheel - Maeda Pro-Compe (stamped PG, maybe Jul 1973)

I'm thinking it's something like a repainted Nishiki or Fuji, maybe even a Japanese Schwinn?

Pic 2 shows a claw holding the derailleur. The lugs are rather thick and coarse. There are no visible braze-ons except for a cable stop on the drive side chain stay. It also strikes me as an early 70s Japanese frame, probably of low quality.

Sekai. They were from the Seattle area close Vancouver.

The serial number is consistent with some Sekai models in 1976. The fork crown also looks Sekai, not Fuji.

Could not say what model. Possibly the Competition model.

Thanks for all your help.

If it is a fairly low quality frame, would it be unusual to fit it with Dura-Ace components? I think it is all first generation 600 and Dura-Ace, so perhaps not as high quality as later iterations?
