'86 Univega Fender Advice Needed

I restored my '86 Nuovo Sport to be my Winter commuter thinking that fenders would be a simple addition. Hmm... not quite. I tried installing 37 mm VO aluminum fenders to get the benefit of good coverage and trouble-free use. I also like the classic look. But found that the 27 in 1 1/8 tires are rubbing even with the fender all the way to the top of the rear brake stay. The inner dimension of the "37 mm" fender is only 28.6 mm. With the tire at 27.3 mm there really isn't a lot I can do. Probably should have bought the 45 mm fenders. Also found that when I use the daruma to attach to the front crown, the fender is pitched back relative to the wheel. So, has anyone installed VO or Honjo fenders on Univagas of this vintage? What's been your experience? I'm also considering the 45 mm Planet Bike Cascadia option. Not the same look, but good enough if it does the job.
