Q:? Ever seen this Bianchi

It's a Bianchi 'Barrage'. $20. Useful parts on it perhaps? Shifters look interesting.

the sellers' flips are usually modern mountain bikes and occasional CX. Sometimes roads come through the place it seems. All his stuff is relatively newer models. Don't know where he gets it all from but he's on the level it seems. https://www.kijiji.ca/o-profile/91922049/1

I'm not familiar with this model but the shift levers look like the mid 1990s Tourney TY31,18 speed, thumb shifters. The rear derailleur looks like the Tourney TY30-GS, complete with claw adapter. The brakes may be Tourney but I can't be positive. The crankset isn't Tourney and appears to a generic swaged unit with steel chainrings and possibly steel arms. The tubing decal says plain gauge CrMo tubes, so the stays and forks are likely hi-tensile. The rear hub is nutted. So, at or near the bottom of the barrel and looks like a lot of work is required. I don't think I'd be interested, even at $20 CDN, unless you have specific need for some of the parts.

Hmmm... Thanks T-Mar! It appears our flipper has shifted gears and is now selling it as a winter bike mit Schwalbe studdeds. I guess he couldn't move them as standalone tires so why not build them onto something. Probably the best format for that bike. The mix of V and Canti brake might mean a non-original fork. I'm using Suntour XC thumbies on the Raleigh and I like them ok enough, however they stand really proud of the bar which makes them functionally feel a bit awkward, even for large hands. I'd like to try a lower profile shifter eventually but as per your input a man could do better than the ones on that Bianchi.
