I wouldn't worry about the quality. Or the rarity. Google "velo baco" and see for yourself.

The outer diameter of the seat tube and the seat post diameter should give you an indication of the tubing wall thickness. It won't be gas pipe.

26.4 and 28.4 so 1 mm tube as opposed to my slightly newer colnago with 27.2 and 28.8. Cant reach my olmo at the moment to compare the columbus SL but will get to it at the weekend.

Is the top tube bigger or smaller O.D. than the downtube?

How about the stem quill diameter going into the headset/steerer?

That would be logical. And 26.4 is pretty much the metric equivalent of 27.2. Based on the Bacos I've seen online, I'd guess Super Vitus.

Dismantled the bike today in order to give it a good clean and tcut and noticed theres a number 7 marked on the bb shell, theres no other numbers on the frame that i can find
