Vintage tandem?
 
I have an older Schwinn tandem. From what I can tell the serial number located on the bottom back bracket is T000281. It has three piece cranks which is unusual for a schwinn. The head badge is about the size of a quarter and its round. The front chain is on the left hand side. The forks are round and not normal single piece schwinn. It has drum or enclosed brakes front and rear. The kick stand is attached by a bracket to the forward bottom bracket. Any idea on the production timing. Is it a 1948?

Sounds like it. The later Twinns were like '60s Schwinns with one piece cranks and caliper/coaster/drum rear brakes. You might have a treasure. The one below is supposed to be a '55 and looks like the one you describe.

Are the Cranks steel and exactly what does it say on the headbadge?

Yes the cranks are steel and the head badge says SCHWINN TANDEM.

As others are suggesting, it sounds like a town n country...

These were pretty fancy/up scale for the time, and surprisingly rideable by older tandem (low) standards. The brakes are german. Mine is a triple...

whaere is your serial number. Is it on the drop out or bottom bracket?

From memory it was on the bottom of the rear/stoker bottom bracket. No longer own the bike. Roger
