Using expoxy effectively requires the two contact surfaces to be primed with a solvent or throughly cleaned and roughed up with an abrasive. Forcing adhesive into a gap means the you are simply bonding the crap on the frame surface to the crap on the surface of the shifter boss.

Yes, that is true. But if there's a way to get epoxy into the cavity (and I'm not at all sure there is), then maybe there is a way to clean in there. Maybe soak a piece of string in solvent and work it like dental floss? dribble solvent into the crack, then blast it out with air pressure?

My concern is that repeated movement of the shifter boss will gradually enlarge the rivet hole(s) in the frame, leading to cracks and eventually failure. Somehow you need to immobilize the shifter boss. The epoxy doesn't need to be terribly strong, it just needs to keep the shifter boss from moving around. That's why I suggest not putting a shifter on it.

On modern frames, when you use a handlebar-mounted shifter, the right (rear) shifter can be routed to the left side boss/cable stop. That would be a good idea here, if it can be done.

Yeah, I generally agree. It'd be much easier and faster to drill out the old rivets before prepping, rather than trying to clean inside a crack. Biggest hassle would most likely be shaking out the old internal rivet heads from inside the frame. Also, new rivets will double as effective clamps while the adhesive cures.

Most rivet tools come with several different head sizes, and will work with 3/32" rivets, which is the usual smallest size. Most likely that's what these are. Rivet tools are cheap and handy, and worth having for lots of things.
