Le Champion repaint options

I recently acquired a painted over Motobecane Le Champion. What remains of the original teal blue is in very poor condition. I plan to DIY repaint with goal of close to original finish. Can anyone tell me their experience painting flamboyant color over silver base? I am looking at a pearl paint and wondering if it would be a decent approximation. Eastwood also sells a translucent teal powder paint, which is intriguing, but I don't know what kind of silver base would stand up to powder coat temps. Your ideas and experiences please.
