Best way to care for powder-coat on a steel frame?
 
What is the best way to keep or restore shine on a powder-coated steel frame?

Remember that powdercoat is basically plastic. You can use the same products on it that you use on a wet-painted bike or car.
If the finish gets scratched or dull, I've had excellent results restoring it with the 3-bottle Novus plastic polishing kit; and seedless cotton diaper batting available at fabric stores.

Plain old automobile wax. Cheap stuff like Turtlewax works just as good as the premium priced products.

I used the #2 and #1 bottles and the included cloths. It worked really well. Many thanks.

Happy to help. Those are the two I would have used, unless there were scratches. Then start with number 3.
I've been able to wet-sand out some pretty deep scratches using 1000-grit wet-or-dry paper and warm, soapy water.
Then bottles 3-2-1.
