Mid fork blade mount sticks out

The 1986 Fuji Touring Series V has a mid fork blade mount that sticks out 13mm from the blade. I always assumed this was for a rack, not low riders. Anyone have a better explanation?

Is it a tab or a braze-on? Only on one side, or both?

I'll take a guess that it might be a generator/headlight mount. Keep in mind that I am not that familiar with the model; I'm probably wrong.

You're referring to dual braze-on mounts like the ones here, right? Rack mounts.

Sure- spacers for the Blackburn style lowriders with the hoops.

It should be a spacer on a screw, rather than a braze on.

Some Univega Gran Turismo or Specialissima (can't remember which) mid-blade braze-ons stick way out like that. And it's the actual, painted braze-on, not a spacer. I always thought they were a neat idea, either for a rack, which would go vertically down from some wide platform to the wide hub, or for a hoop-style low-rider. For a rack like the JandD expedition or the Rivendell/Nitto 34F it makes a lot of sense.
