This "style" enjoyed a brief following here around the turn of the century. Local filmmaker made a documentary about the loose-knit posse who cobbled them together. - Prolefeed Studios Video Catalog: Pedalphiles -
.You still see a few around town. Footnote - one of the subjects of the movie is featured ragging on Bike to Work Week, since the participants are stupid and sheepish enough to have jobs and go to work. For at least the last six years, he's had a "straight" job at the public library.

OUCH! I know you weren't pointing at this specifically, but fairly sure the dropout is welded to the stays. ;)
