E. Superior St. Duluth MN is parallel to the North Shore Lake Superior scenic road. About 6 miles out of town.

Me too! Empty roads are nice and plentiful here (Germany), but the climate is horrible.

Where are all the hills?! I remember Orcas island being brutal (Mostly from the memories of my girlfriend crying on the side of the road)

Oh, they are there and especially tough when riding a fully loaded touring bike.
If this how your girlfriend was outfitted then shame on you :-) you should have base camped on Lopez and explored the other islands without your panniers via the inter island ferry.

We did a 4 day loop, 1 island per day utilizing all the ferries. She needed to suffer a bit anyways
We put 90% of the gear in my panniers and she just carried her clothes
