Problem accessing bulgier.net

When I click on links to bulgier.net recently I get page not responding.

I found that my Chrome browser was trying to go to https://bulgier.net/

The site works if I change it to http:

The OP's link does not work for me but I Googled Bulgier and got a link to the site that works just fine.
