the outer retaining nut has a ridge on the edge,does it face out or in towards the cone. my guess is in but I want to be sure thanks

No, no, that's a gripping edge, supposed to dig in to the dropout.

What does the OTHER side of the nut look like?

flat and smooth. the grip makes sense.
