Would these 2 derailleurs be interchangeable?

...yes, pretty much. Both friction derailleurs, they both came in various models over the years, but all were pretty similar.
There were long cage models of the Cyclone 2, IIRC, and I have never seen a long cage Superbe Pro.

So you can't exchange the long cage with the short cage ones without making certain you can accommodate the gearing range on your bike, and maybe changing the chain length
VeloBase seems not to be working for me right now. You might be able to find out the stated cog capacities on Disraeli Gears, if you look up the ones you are considering.

But IIRC they are pretty similar in capacity for the short cage ones at 23 or 24.....and they will work on something a little larger in most circumstances.

I recently picked up a bunch of used short cage derailleurs and started rotating thru them to see what I liked best. I started with an old Campy then a first generation Cyclone. The Cyclone shifted well but didn’t wrap enough chain for my liking. I switched to a somewhat newer Superbe Pro and was shocked at how much more chain it wraps but I have no idea why. Cages are same length. I’m not questioning the data in Disraeli Gears but have trouble matching it up in real life to the two derailleurs (except for the cage lengths). My Cyclone is lighter, not heavier and I’ve ridden both with 25t cogs, tested on the stand the superbe pro up to a 28t cog and it seems to wrap around 30t which I think is considerably more than spec or what either Disraeli or Berto show. I like the SP so much I don’t know if I’ll ever get to the several Dura Ace or Sante or newer Superbe Pro. I can, but don’t, run the entire 12-25 9 speed cassette on each chainring of a 46/38/28 except small small.

Is the tooth count of the jockey wheels the same for the SP and the Cyclone?

I have one that came in my 85 Sequoia.

If you want to make yourself on of these, the same basic cage is on a Suntour XC. The only difference is where the threaded hole for the pivot stop screw/bolt is. You have to drill/tap a new threaded hole and move the screw/bolt to it.

Hadn’t thought of that but, yes, same tooth count.

In process of checking, I did think maybe the Cyclone spring is just more tired. If I were to give it another chance, I would try to wind it up a turn. I just tried but didn’t have the hand strength and dexterity or current motivation to get the job done. Even still, I’m skeptical that would account for all the difference. I was running the Cyclone on a 53/39 double with the chain too short to go big/big and even still could barely use three largest cogs when on the 39. Put the Superbe on and wow, I wonder if I can run it on a triple so tried and sure enough. ALL of my previous experience had been with long cage derailleurs so this was all new experimentation/play for me. I just assumed one couldn’t effectively use a short cage with a triple. What a pleasant surprise to be wrong, I hate doubles.
