1994 Gary Fisher Ziggurat

Years ago I bought this frame on eBay, knowing it was not my size, but thinking I would build it someday for someone. The frame is in great shape, really light aluminum, carbon fork and has 130mm spacing. The headset is an aluminum Levin, but I cannot place the bottom bracket. I am pretty sure the BB is not original as it is only 109mm and a JIS crankset is all but rubbing. Also, the wheels and tires I have mounted are 25mm. I know 25mm might have been big for the 90s, but the tire rubs both width and height into the welds.

Can anyone ID the BB? It has SKF sealed bearings and looks like titanium, but I cannot find any other markings.

Would you grind the welds to make the tires fit or just buy 23mm?
