What is this little knob poking from the head tube? |
It's a pump peg

Pump peg.
|
Here's one with a pump on it. I think pump pegs became more widespread when bikes started getting a second set of water bottle mounts on the seat tube.

Vestigial frame tube or supernumerary top tube.
Most bicycle scientists feel the answer is inconclusive. Either way, go ahead and use it to support a frame pump. That's how most of us use it. Whatever you do, don't finger it obsessively while riding. |

I thought it was either that, or where you fill the frame with helium.

If the pump can't be braced against something, then they are near useless. IMO.
