Dura Ace BR-7200 bad performance, missing parts?

I have a Koga Miyata Full Pro with Dura Ace BR-7200 brakes, and they both work rather poorly.
When I tighten the pivot bolt, it seems to just lock the whole system. After checking the manual, I believe i'm missing some washers. On the rear brake, its missing the teethed washer, and 1 "30 - Washer for sunken pivot bolt". Front brake is missing both those washers. This should be whats causing this? Anyone happen to know the dimensions for these?

You can use the Campagnolo washer with the “teeth” two were used to add a bit of distance.
one is enough.

on the EX brakes, the assembly is more like Modolo, or Modolo is more like Shimano.

remove the caliper, unload the spring and evaluate the movement and play.
I would take apart and clean and grease.
set the adjustment so that the caliper is smooth and without play, then re-engage the spring.

the “star” washer only makes the caliper easier to center.

when tightening the caliper to the bike, use the 6mm Allen in front to control the displacement side to side.

I will go on record that I do not like this assembly scheme, Shimano abandoned it for the 7400 group.
