I've noticed a nexus between bicycles and communism. For example, bikes are really popular in mainland China. But correlation is not causation, so I'm not suggesting that riding a bike, by itself, will turn someone into a communist. For example, I've been riding bikes most of my life yet I still believe in free market principles.

Good News! I found the engine!
It looks to be a Garelli 38cc Mosquito Cyclomoteur Engine. External flywheel. It may have been called a 38A made about 1951? There are a few on ebay and other places.
Now! The bike! I wonder where and who made his bicycle.

It looks like Legnano was made in Argentina and it looks like this bicycle is a ~1948.
Internal rear brake cable, similar lugs, made in Argentina; it could be the one!
There is a blog entry online about Legnano that was made for a while under license in Argentina. Helpful, great photos.
