Frame surface rust techniques?

I have this frame with a cool teal paint job. I don’t want to strip and repaint, rather just keep the patina but neutralize the rust in some paint-chipped areas and then seal it up with wax or something to prevent it from spreading. What are some good methods for this kind of thing?

i followed the advice per the link supplied above the SECOND time around. I think it is good advice.

The first try I cleaned the spots and did an evaporust soak, then touched up. Thought it was just fine, but after a year or so rust spiders appeared under the paint.

The second time I THOROUGHLY sanded to bare metal (some light brass wheel work with a dremel) AND added the extra step of using the PHOSPHO product noted in the link above. A word of caution. The PHOSPHO dripped a bit around my tubes and it seemed to darken existing paint wherever it dripped. Next time I would use it more sparingly as is meant I had to respray larger areas.

Pic below after second effort plus priming.
