the combination of a 70mm BSC shell and this domed fixed cup are suggestive of Flandria

the VAR fixed cup tool Nr. 30 with its three double-sided jaws has one jaw face specifically made for this distinctive cup with a dome shaped concavity to accept the fitting

if not Flandria material it is certainly BE material...

do not think it could be Woit, as far as I know this firm had ceased fabrication of cycle fittings by date of bicycle

IIRC Hermesse Freres & Warnant had each performed a cessation of play by this annum

examine closely the "waist" of the lock washer and locknut for a small "T" logo

These early licensed Merckx branded bikes are interesting, the geometry was basically of the licensee for the most part it appears.
this one, while of extra clearances compared to his race bikes is of decent details. Of course forged ends would have been nice. I like the fork crown.

a measure of the seat tube below the heat effected zone would give the best insight as to what post should fit.
