I don't know anything about it other than the dangle of the angle of the fork doesn't look right. Could just be the photo, but it may be damage.

And I'm not necessarily saying if it is damaged it is a show stopper. Someone may verify if it is a desirable bike or not. If it is something special, just take into consideration that the fork may need replaced or straightened. Check the head tube lugs as well.

Judging from the shape of the spot welded shifter braze-ons, I would say a mid-level 1980s Peugeot, possibly a Course or a Champion. The black repaint makes it impossible to see details of the lugs, fork crown and rear dropouts. Better, close up photos will be needed for people to make a better call.

I just zoomed in to look at the shifters bertinjim mentioned and noticed that the label saying hand made frame and made in Italy appears to be slapped over the lug. Probably not too swift of a bike.

Maybe it's just that the decal was put on badly but to me that downtube looks crinkled near where it meets the headtube.

Even if undamaged, that is not a hiking - I assume meaning cycle-touring - bike at all. It has no fittings for racks or mudguards or any of the other bits that tourists like. More than likely the (original) geometry was not suitable, and the gear range is not wide enough.

Yes, and it looks as if the decal might have been placed there to conceal front-impact damage to the tubing. That said, the head tube angle doesn't look as steep as you'd expect it to be if the bike took a hard front hit.
