Cables
So back to work on the Circuit. I was able to "correct" the problem with the Cinelli 110mm stem. At some point in the past, I apparently tried my stock of stems on another project and mistakenly switched the clamping bolts between stems. The bolt in the Cinelli was the wrong one. Swapping out the bolts between stems allowed the stem to tighten to the handlebars. $50+ saved by not having to source an old, odd sized Cinelli stem. 
Cleaning and waxing the original chain, followed by installing a quick link, resulted in the link jumping as it went through the rear cogs. Since the chain is probably original, I splurged on a new chain. I just have to degrease it, wax it and install.
After ordering "trial" red cables from eBay, this project sat on hold for a couple of weeks. When the ordered cables arrived, they turned out an orangish-red. It wasn't anywhere near SurferRosa 's "red cable rendition". And didn't work at all with red of the Circuit's top tube decal and the Schwinn HT badge. So, the vendor kindly took back the first set of cables and I located another set that fortunately turned out a true fire engine red. (It's always a toss of the coin for me when I order a particular color item online.) So this morning, I took pictures of the existing black cables, mounted the red cables and took more pictures. So without further ado, the cable options are below. My preferred choice follows the pictures.....
It's RED for the win. I like the subtle "pop" it gives the frame. I'll test ride it this weekend when it warms up so I fine tune the index shifting and the adjust the handlebars / brake levers. Once that's done, the white bar tape and Turbo saddle will cap it all off!

When you first posted the pic with the red cable housing(2/18) I thought the red looked a bit overwhelming, but now with the bike completed I think it looks good.
