Out Front GPS Mount for Cinellis
I know, a little heresy here, but I am looking for the best way to use an Out Front GPS mount on Cinelli 26.4 bars. Most of the mounts I see are for 25.4 and 31.8 bars.
Has anyone had a solution or workaround for this. I'm actually using a Bryton GPS, so that's another issue.

I remember a lot of old-school bike computers came with a selection of different thickness of rubber strap for mounting.

Yes, bar tape is one possibility and I'll bet I have many left over rubber/foam pieces from old school mounts. Too bad they don't come with 26.4 mounts and with a slight spacer could easily accommodate the 25.4. Maybe somehow I will be able to shave the thickness 1mm.off the 25.4 adapter.

A lot of mounts are two piece clamp with a bolt on either side of the bar. I would look for that style in a 25.4 or 26.0 size. Small slice of old inner tube underneath and tighten down should be OK.
I have a front light/camera combo that uses a GoPro style mount, so to easily switch between the multiple bikes in my fleet, I bought some cheap $2 Chinese made 31.8 handlebar mounts and had my kid 3d print shims for the narrower bars.

I have used electrical tape folded over on itself until I get the thickness I need for the shim. If you prefer, the width can be easily trimmed to match the clamp.

I suspect that the OP might be looking for a tidy clamping that is as aesthetically trim as possible(?).
If the mounting clamp has enough "meat" on it, as suggested by jeirvine one might be able to re-size the ID of the smaller clamp.
In this case, I would do this on a smaller-ID dowel or perhaps using the 24mm end of the Cinelli bar, assuming one can still swing the length of the mount around that part of the bar to effect some sanding action.
I recommend using coarse sandpaper and not tightening the clamp heavily so as to preserve it's roundness near the clamping screw.
I did something like this when I re-sized my handlebar stem clamp, except I used an Allen key wedged in at the clamp opening to control the clamping force during the sanding operation. This worked extremely well and had a self-centering effect which preserved the clamp bore's geometry.

@gkamieneski - I bought an adapter on Amazon for 31.8 to 26 and it worked fine on the 26.4

A repurposed reflector bracket looks "period correct".
