I think the short bits move a little, more like rotate. Not much though.

There was both a retro encabulator and a turbo encabulator.
There's a web site that goes over the history of the whole encabulator family of gadgets. I think it was a CNET article?? It has links to a number of videos, and I recommend checking it out.
After a career as an engineer and having worked in the defense industry (both as a supplier and a customer), the whole encabulator thing really speaks to me.

This is a tool used at the zoo to trim the nails of badgers. Veternarians use the same tool to trim the nails of Australian Shepherds, which are quite like a badger but slightly larger.

I'm pretty sure it is the actuator for the ejector system in a MIG-21 pilot seat. It are only a single use item and should be discarded, as it will fail upon a second use with unexpected ejection occurring randomly during flight. Smiles, MH

Take a picture of it using the Google Lens app. I've had luck with that finding answers to "whut the heck is that thing?" questions I've had.
