Need 700x28 tires

I bought a set of Kenda Kwest 700x28 tires for my wife's Klein Kirsten, but they are just a tiny bit too large. In fact, they are larger than advertised, measuring out to 29mm. Can somebody recommend a 700x28 that is smaller? 28mm maximum, even a bit smaller like 26 or 27 would probably be preferable. Thanks.

There’s so much variation, I’d just buy some 25s. Panaracer Paselas are just one of many options that would be a step up from the Kwests.

I have gravel king 28s on MA40 rims that measure 26 at 85 psi if that helps

Continental gatorskins on my vintage rims measure out to 26.5mm or so. 700x28.

What is the internal width of the rim? You can't compare tire widths without mentioning rim widths.

If the rim is a standard width of the era (~19-20mm external), then I can suggest a few tires. Continental GP5000 28s will measure closer to 25-26mm wide as will Compass/Rene Herse 28s. I'd imagine Gatorskins run smaller than advertised as well. Soma Supple Vitesse, etc.

I made a Bead Width while laid Flat chart to help me in this tire madness. About 67mm between beads, with the tire laid flat/out, will net a ~26mm external width once inflated (at about 70-75 psi).

Specialized does 26mm in some tires.
Upgrade her Kendas.

I, too, have had good luck with Continentals coming in a couple of mm below callout width. This is the only way I can put 700Cx28s on my Bianchi.
