Knowing that rider, he did that on purpose. That is to push down the release lever in order to hold the front wheel when parking.

I have a set of Modolo Professional brakes on one of my bikes, closed is down. Said, I was just assuming when I made the comment. In reviewing the video, both front and back are in the up position do my assumption probably does not hold up. I guess on the Equipe model, up is closed as shown above. So you know that they say about assuming :-)
