Anyone know who made this? Bike is equipped with 600 Ultegra tricolour/ some 600ex

No idea, but what can help is to know the tubing used and the threading for BB shell, etc. which would help pinpoint where the frame was made (assuming the fork is OEM)

The only dim bell it rings is the shield shape is similar to what Union used (mainly pedals and spokes) but AFAIK they did not make full frames (except Royce-Union which had only partial ties to the German/Dutch parent Co.) and I very much doubt there's a "R-U" connection to this fork!

modern version of that logo, they kept the shield. I think the firm went under by 2005

Some other features suggest it might be Italian. The bb has 2 slots cut in the base. It looks well made, lugs decent, dropouts forged but cant see name stamps

We need more pics, obscure makes are a challenge until someone who knows sees it but there are plenty here that can track, figure it out if you give them enough info, pics, etc.

from these pix I'd say a very good possibility it's Italian-made, the easiest things to check are pull out the seatpost and find the size stamped on it (27.2 , 27.0 or 26.8?) also look up the open bottom of the fork crown and shine a strong light into that hole: are there signs of spiral ridges in the bottom 1" or so of that steerer?

BUT the most distinctive thing is that seat cluster: I have never seen seat stay caps that look exactly like these!

Maybe I'm quibbling but there is no cap on those stays. The seatstays themselves are mitered and those points shaped into the tubing itself, no separate cap. Those points are longer and more slender than most, but other than that it's a common-enough seatstay style, used by builders in every major bike-building country at least sometimes. Eisentraut, Jeff Lyon and others in the US, Ron Cooper in England, Pinarello and Bottecchia in Italy, Merckx and Libertas in Belgium. No French examples spring to mind at the moment... anyone?

All just variations on a theme, but you're right that this mystery bike example is distinctive. I haven't seen it done exactly like this ever before. Too bad about the rust, I think I would sand that down and hit it with at least some primer if it were mine, to stop the rust progressing any further on this very distinctive point.

In the Padova (Padua) neighborhood that De Franceschi played in and right "next door" was one called Berma.
I don't know squat about either of these marques, but if somebody has some dope on Berma I would place my bets...

Interesting to note that two powerhouse contract-builders (BMZ AKA Biemmezeta and Billato) were ALSO in the same neighborhood!

Fork indeed seems to be Berma, here's a few more for comparison:
although I don't think the frame is, the seem to be consistent with the shape of the seat stay cap they use with various decorations, not to mention other parts of their frames are usually decorated in one way or other.

All very helpful to help solve the OP's mystery, thanks to the C&V detective agency!
I cannot open the link that Lattz provided, but looking at the eBay ad from SF Valley the OP's frame could be made by Berma (the fork almost certainly is) based on the seat stay FINIALS that are not quite as pointed in this blue example, but closer to the OP's than any I have seen so far. It looks like the OP's may be a lower grade (budget) model that could be built with less costly tubing like Aelle...and as noted there could be front-end damage, so check carefully!

Not totally convinced OP's frame is a Berma, just some finishing that's not up to typical Berma standards.

Fork obviously is though.
