It looks like an expertly made frame and an excellent paint job. It looks like Imron paint, which was popular in the 80's. That's all I got.

I see in the thread that Chuckk linked above that Rick Weiler was/is a framebuider and paints frames in Honor, Michigan.

Nothing rang a bell until the builder's name and city were identified. He quit building and painting in the late 80's and went into house painting in order to make more money. I met him when he exhibited at the New York show just before the show finished in New York. Some time later I drove the 4+ hours from Niles to Honor to buy a bit of his painting equipment. That is when I learned about his job change. I'm under the impression he sold his frame building equipment at the same time.

Just because Weiler painted this frame doesn't mean he built it.

That blind seat stay allen binder is time consuming and difficult to do well. That adds a lot of time and skill to do it right. Honor is a small town just west of Traverse City in the upper part of the lower peninsula. TC has a population of about 15,000 but it is both a winter and summer vacation spot. It is one of those places that gets mentioned as a best place to live. My wife and I have a place to go there in the summer and our daughter and her family will fly non-stop on a big 737 from Denver to TC to meet us. It is a daily flight. People from the south west US like to get out of the boiling sun to pleasant summer temperatures.

The seatpost cluster looks like some of Bruce Gordon bikes.
Edit: received email from bgcycles, not Bruce Gordon.
