Set-FORWARD Nitto 66?

I found the strangest seat post today - it is a Nitto model "66." It appears that the seat clamp is about an inch and a half to two inches FORWARD of the plane of the post! I've heard of set-back posts before, but never a set-forward! Is my impression of how this post works correct?

yep its a tt/triathlon post it puts you more forward on a road bike frame for a better aero tuck
